Social assistance programs in France for housing and elderly care

France provides various social assistance programs to help citizens manage housing and care costs. The Aide sociale à l'hébergement (ASH) is designed to cover part or all of the accommodation expenses for elderly individuals in residential facilities or with family caregivers. To qualify, recipients must generally be over 65 (or 60 if unfit for work), reside stably in France, and have resources lower than their accommodation costs. The amount is determined by local departments based on the resources of the elderly person, their partner, and their legal dependents.

Additionally, the Allocation de Logement Sociale (ALS) serves as housing assistance for individuals who do not meet the criteria for APL or ALF. Managed by the CAF or MSA, the ALS amount is calculated based on household income, family composition, rent, and location. This aid is intended to reduce the proportion of income spent on housing and is available to various groups, including students, to help manage limited budgets.
