Social vulnerability initiatives launched in Guatemala and Cuba

In Guatemala, the Procuraduría General de la Nación (PGN) is addressing the increasing vulnerability, loneliness, and social isolation of older adults caused by abandonment and a lack of family support. The PGN responds to reports of rights violations by verifying the living conditions of seniors and attempting to engage family networks to fulfill their legal responsibilities of protection. When seniors accept assistance, the PGN manages health services, family contact, or placement in shelters, while also respecting the individual's autonomy and decision-making capacity.

In Cuba, the Ministry of Education has introduced a project titled ‘Strengthening the socio-labor inclusion of adolescents and young people in situations of vulnerability.’ Running from 2026 to 2029, the initiative targets individuals aged 15 to 24 in selected municipalities of Havana, Holguín, and Santiago de Cuba. Implemented by UNICEF and coordinated by the MTSS and Mined, the project aims to train and certify over 9,975 youths and facilitate employment for more than 2,494 individuals in inclusive centers.
