Somalia implements security bans and new military protections

Authorities in the North Western State of Somalia have prohibited armed mobilization and the public carrying of weapons in the Awdal and Selel regions. State Minister for Interior and Security Abdirashid Mohamed Ahmed Magaalo announced that the ban, effective after 2 p.m. on Sunday, Sept. 20, aims to prevent unrest following recent community clashes. Security forces have been instructed to seize illegal weapons and refer violators to court, noting that individuals who confront security forces and are injured or killed will not receive government compensation.

In a separate military development, the commander of the Somali National Army, Brigadier General Ibrahim Mohamed Mahmoud, has signed a directive to combat violence against women during armed conflicts. Developed in cooperation with United Nations human rights teams, the order establishes procedures for the prevention, reporting, and investigation of abuses. The initiative seeks to strengthen accountability within the armed forces as military operations against Al-Shabaab continue, specifically targeting the protection of vulnerable civilians during periods of fighting and displacement.
