Luca Niculescu submits cabinet list and government program to Parliament
Designated Prime Minister Luca Niculescu has submitted his 17-member cabinet list and government program to the Romanian Parliament. The proposed administration is composed of 11 ministers from the Social Democratic Party (PSD) and six independent members, including several technocratic appointments for key roles such as Finance, Foreign Affairs, and Education.
The government program outlines several economic and social objectives, including a target budget deficit of 5.2% of GDP for 2027 and the planned indexation of pensions starting in 2027. Other key measures include the elimination of the minimum turnover tax and a proposal for a new public sector wage law to be drafted in 2027. Additionally, the program includes a restriction on the Rabla program for 2027–2030, limiting financial support to vehicles manufactured within the European Union.
Political support for the new government is mixed. The UDMR has announced it will vote for the investiture and the program but will remain outside the executive. The PNL has indicated it will vote for the government to resolve the political crisis but intends to move into the opposition. Conversely, the USR has announced it will not vote for the cabinet.
