South Africa makes electronic traveller declarations mandatory for all border crossings

From 1 July 2026 South Africa will require every person entering or leaving the country by air, land, sea or rail to submit an online traveller declaration at least 24 hours before travel. The system, known as the South African Traveller Management System (SATMS) and operated by the South African Revenue Service, replaces the previous paper‑based process and can be accessed via the SARS website, a mobile app or self‑service kiosks.

The mandatory rollout covers South African citizens, permanent residents and foreign nationals, with parents or legal guardians able to file on behalf of minors or those unable to do so. Transit passengers who remain in designated areas are exempt. The cash‑declaration threshold has been raised from R25 000 to R100 000, aligning with South African Reserve Bank regulations, and travellers must obtain prior authorisation for larger amounts. Failure to submit a declaration or providing false information can result in delays, penalties, or detention and forfeiture of goods.

SARS says the digital platform will streamline customs processing, improve risk assessment and revenue collection, and allow border officials to focus enforcement on higher‑risk travellers and cargo.
