South Korea plans 800 trillion won budget focusing on AI and semiconductors
The South Korean government and the Democratic Party have agreed on the direction for the 2027 budget, which is expected to exceed 800 trillion won. This massive budget aims to drive a national leap forward by focusing on five key areas: AI and three major mega-projects, future growth engines, youth support, regional growth to counter polarization, and national safety.
A central component of the plan is the establishment of a semiconductor special account to provide integrated support for the industry. Additionally, the government intends to create a ‘Future Response Fund’ to utilize increased tax revenues—driven by a semiconductor boom—as a strategic investment platform and a stabilizer against tax volatility.
To support regional development and social equity, the budget includes plans to provide full tuition support for local national universities and establish a ‘Growth Engine Special Subsidy’ for anchor companies relocating to provinces. Youth-oriented measures include the introduction of a ‘University Student Intern Semester’ and the creation of a ‘Child Independence Fund’ providing up to 1.2 million won annually for those up to age 18. Other initiatives include record-high electric vehicle subsidies and increased support for aerospace, bio, and defense sectors.
