South Korea unveils record 821 trillion won 2027 budget

The South Korean government has approved a record-breaking 2027 budget proposal totaling 820.9 trillion won, representing a 12.8% increase from the previous year. This expansionary fiscal policy is largely fueled by a massive windfall in tax revenue from the semiconductor industry, driven by high demand for AI-related chips from companies like Samsung Electronics and SK Hynix.

A central component of the plan is the establishment of a 162.3 trillion won ‘Future Response Fund.’ This fund is designed to channel excess semiconductor-related tax revenues into long-term strategic investments, specifically targeting AI, advanced manufacturing, and semiconductor infrastructure. The government also plans to invest 21.3 trillion won in AI projects and 2.6 trillion won in special semiconductor initiatives.

Despite the increased spending, the government projects the debt-to-GDP ratio will decrease from 51.6% to 48.3% due to the rapid growth in GDP driven by the chip boom. However, the national debt is expected to surpass 1,500 trillion won for the first time. The budget also includes significant allocations for social welfare, such as expanded support for single-parent families, new marriage support grants, and enhanced youth and childcare services.
