South Korean local councils audit budget execution and administrative oversight

Local councils in South Korea are raising concerns regarding budget management and administrative oversight. In Asan, Councilwoman Kim Eun-ah criticized the city's financial operations during an administrative audit. She highlighted issues such as repetitive contracts with the same vendors for satisfaction surveys, which may compromise objectivity. Kim also noted that while the city secured 10.77 billion won in special grant taxes for 2025, the execution rate was only 38%, urging the city to focus on effective spending rather than just securing funds.

In Seongnam, Council members Kim So-hee and Jang Il-nam addressed different administrative failures. Kim So-hee criticized the Seongnam Cultural Foundation for low budget execution in citizen-based arts support and a heavy reliance on administrative-led operations. Meanwhile, Jang Il-nam called for immediate measures to stop the illegal distribution of Seongnam Love Gift Certificates. He reported that bad actors are exploiting the mobile app’s ‘gift’ function to bypass individual purchase limits through second-hand markets, effectively turning public funds into private profit.
