South Korean local government budget and audit reviews

Local government councils in South Korea are conducting reviews of supplementary budgets, local ordinances, and administrative oversight.

In Seongnam, the City Council opened a 12-day extraordinary session to examine the 2026 third supplementary budget. Legislative priorities include support for youth victims of school violence, basic income proposals for young people, and assistance for local commercial districts. The council is also considering resolutions to expand regional railway networks and transit projects.

During administrative audits in Seongnam, Council members raised concerns regarding budget execution and regulatory loopholes. Kim So-hee criticized the Seongnam Cultural Foundation for low budget execution in citizen-based arts support and an over-reliance on administrative-led operations. Additionally, Jang Il-nam called for measures to stop the illegal distribution of Seongnam Love Gift Certificates, reporting that individuals are using the mobile app’s ‘gift’ function to bypass purchase limits on second-hand markets.

In other regions, Haenam County submitted a second supplementary budget of approximately 78.9 billion won to support agriculture, tourism, and social welfare. In Asan, Councilwoman Kim Eun-ah criticized the city’s financial operations, noting repetitive contracts with the same vendors for satisfaction surveys and a low 38% execution rate for 10.77 billion won in secured special grant taxes for 2025. Meanwhile, the Imsil County Council reviewed a first supplementary budget of approximately 599.9 billion won, resulting in cuts to several general account items due to what members described as “insufficient data and inadequate explanations” from the executive branch.
