Spain's Government Sets Record 2027 Budget Spending Ceiling at €226 bn

The Spanish Council of Ministers approved a historic non‑financial spending limit of €226.032 billion for the 2027 state budget, a 6.6 % increase over the previous year and the highest ceiling ever set. The ceiling exceeds the projected 2.2 % GDP growth for 2027 by four percentage points. Alongside the ceiling, the government adopted a stability framework that targets a public‑sector deficit of 1.8 % of GDP in 2027 (falling to 1.5 % by 2029) and a public‑debt ratio of 97.6 % of GDP in 2027.

In a separate measure, the cabinet authorised a €2.984 billion credit transfer to the Ministry of Inclusion, Social Security and Migration to finance non‑contributory disability and retirement benefits, fulfilling the first recommendation of the Toledo Pact on financing such pensions from general taxation. The budget proposals remain provisional; the Congress has yet to vote, and opposition parties have signaled they may block the stability rule and related budget measures.

These steps come after three consecutive years of budget extensions since 2023 and are presented as a pre‑emptive move before the next general election, scheduled for July 2027.
