Spain authorizes urgent decrees to address negative energy prices

The Spanish Council of Ministers has authorized three urgent decrees to combat negative energy prices and grid instability. This issue has transitioned from a statistical anomaly to a structural condition within the Iberian electricity market.

Negative prices occur when production significantly exceeds demand, leading generators to pay to supply electricity to the grid rather than shutting down plants. This phenomenon is increasingly frequent due to the growing share of renewable energy sources, such as solar and wind, which are subject to weather conditions rather than demand fluctuations.

The current tariff system fails to automatically pass these low or negative wholesale prices to end consumers. Furthermore, the excess energy creates technical tensions that threaten grid stability, a concern heightened by a major blackout that affected Spain and Portugal in 2025.
