Spain electoral board: compensation, labor rights, and exemptions
Individuals appointed to Spanish electoral boards, including presidents, members, and substitutes, have specific legal obligations and rights. According to Order INT/650/2026, presidents and members receive a fixed daily allowance of 75 euros. This compensation is paid in full even if multiple elections occur on the same day. Substitutes are only entitled to this allowance if they actually perform the duties of a president or member after replacing a titular official.
Regarding labor rights, appointed officials are entitled to a full day of paid leave on the election day if it is a working day, plus a five-hour reduction in their working hours on the following day.
While participation is a legal obligation, the law allows for excuses to be presented to the Zona Electoral Board. Valid reasons for exemption include being between 65 and 69 years old, having a recognized disability, temporary incapacity for work, or pregnancy from six months onwards. Other grounds include the direct and continuous care of minors under twelve or persons with disabilities, as well as caring for relatives up to the second degree of consanguinity who cannot care for themselves due to age, accident, or illness. All excuses must be formally explained and documented to be considered.
