Spanish electoral and parliamentary transition
Overview
Following the dissolution of the Spanish Congress on October 5, specific compensation protocols have been established for departing deputies. Approximately 213 deputies are eligible for a single transition payment, or “transition indemnity,” ranging from approximately 7,300 to 9,600 euros. This amount is calculated based on 52 days of salary and parliamentary activity allowances to provide economic coverage until newly elected officials take office.
During the interim period, only 137 individuals will retain deputy status, including the 68 members of the Permanent Deputation, their substitutes, and the President of the Chamber, Francina Armengol. Members of the Permanent Deputation will continue to receive full salaries as they maintain parliamentary activity. Additionally, deputies who meet certain criteria—such as having served at least two years and possessing no other income—may apply for monthly benefits of up to 3,366.99 euros for up to two years following the November 29 elections. The new Congress is expected to be constituted no later than December 24.
Regarding the electoral process, regulations for Spanish electoral boards under Order INT/650/2026 outline that presidents and members receive a fixed daily allowance of 75 euros, which is paid in full even if multiple elections occur on the same day. Substitutes only receive this allowance if they actively perform the duties of a titular official. Appointed officials are entitled to a full day of paid leave on election day and a five-hour reduction in working hours the following day. While participation is a legal obligation, exemptions may be granted for reasons including age (65 to 69), disability, pregnancy, or the necessity of caring for minors or relatives with specific needs.
