Spain enforces new electric scooter regulations through local police inspections

Spanish municipalities have begun enforcing new regulations for Personal Mobility Vehicles (VMP), specifically targeting electric scooters following updated guidelines from the Dirección General de Tráfico (DGT) that took effect on October 1.

In La Línea de la Concepción, local police conducted random checks resulting in 19 scooters being seized and 47 fines issued. Common infractions included riding on pedestrian paths, failure to wear helmets, carrying two passengers, and lacking reflective elements or lights at night. The new rules mandate a minimum age of 15, prohibit riding on sidewalks or highways, and require specific technical documentation, including a circulation certificate and civil liability insurance.

Similarly, in Mutxamel, local authorities deployed checkpoints across eleven strategic points to verify compliance. Officers are inspecting technical requirements such as lighting, mandatory insurance, and the prohibition of using headphones or mobile phones while driving. Local officials emphasize that these operations aim to inform and prevent violations rather than solely focusing on revenue collection.
