Spain faces high entrepreneurial barriers and regulatory pressure

Entrepreneurs in Spain face significant challenges regarding bureaucracy, administrative obligations, and access to financing. According to the ‘AI for Business’ report by neobank bunq, 60% of Spanish entrepreneurs consider starting a business a difficult process. The primary obstacle cited by 30% of respondents is administrative burden and regulation, a figure notably higher than in the United Kingdom (13.2%) or the United States (13.4%).

In addition to startup hurdles, companies must navigate strict labor regulations. Under Royal Decree-Law 8/2019, businesses are required to meticulously document employee working hours to prevent abuses and ensure proper compensation for overtime. Failure to comply with these time-tracking requirements can lead to labor inspections and fines exceeding 6,000 euros per employee.

Despite these barriers, there is high adoption of technology to mitigate operational loads. Approximately 73% of Spanish entrepreneurs have used artificial intelligence tools in the last year to support their businesses, a higher adoption rate than in the United Kingdom or Ireland.
