Entrepreneurship trends and challenges in Spain

Entrepreneurial activity in Spain has shown signs of rising intention, with the GEM report indicating a rise to 13.8% for those planning to start a business within the next three years. However, this growth is accompanied by an increase in business closures and transfers since 2020.

Challenges for Spanish entrepreneurs have become more defined, specifically regarding administrative bureaucracy and licensing delays. Reports indicate that 80% of new ventures in Spain fail within three years, and nearly 60% do not survive past five years, a rate described as “notably higher than the European Union average.”

Recent data highlights that 60% of Spanish entrepreneurs consider starting a business a difficult process. The primary obstacle, cited by 30% of respondents, is administrative burden and regulation—a figure significantly higher than in the United Kingdom (13.2%) or the United States (13.4%). Additionally, businesses face strict labor regulations under Royal Decree-Law 8/2019, which requires meticulous documentation of employee working hours; failure to comply can result in fines exceeding 6,000 euros per employee.

To mitigate these risks, experts suggest focusing on scalable business models that do not require constant owner presence to avoid the owner becoming the “lowest-paid worker” in their own company. To manage operational loads, approximately 73% of Spanish entrepreneurs have utilized artificial intelligence tools in the last year, a higher adoption rate than in the United Kingdom or Ireland. Local support initiatives, such as the ‘Impulsa Startup’ program in León, continue to provide mentorship to help navigate these hurdles.
