Spain faces legislative opposition to healthcare and medicine laws
The Spanish government faces significant opposition regarding two major legislative projects: the Framework Statute (Estatuto Marco) and the Medicines and Medical Devices Law.
Regarding the Framework Statute, four ministries—including Economy, Finance, and Labor—have raised objections. Critics, including representatives from the PNV, argue the bill lacks a clear economic memory and fails to specify how the regulatory changes will impact regional budgets. Additionally, the Ministry of Labor warned that provisions regarding professional consent for extra shifts could mask excessive workloads. This legislative tension coincides with a planned indefinite strike by doctors starting October 28.
Simultaneously, the Medicines and Medical Devices Law is entering the amendment phase in the Congress of Deputies. Parliamentary groups are focusing on the balance of power between the central government and autonomous communities, as well as the economic regulation of the pharmaceutical sector. Nationalist and independentist parties, such as PNV, ERC, Junts, and EH Bildu, are expected to push for amendments that protect regional management of health services and ensure the economic viability of local pharmacies and the biopharmaceutical industry.
