Spain fails to report Ceuta crisis to EU hybrid threat unit
The Spanish government has not presented intelligence reports or diplomatic dossiers regarding the migration crisis in Ceuta to the European Union's hybrid threat analysis unit, known as HWPERCHT.
Despite high-level officials describing the July irregular migration influx as an attack on Spain's territorial integrity and involving cognitive warfare, the case has not been officially proposed to the EU working group. The HWPERCHT, which coordinates information on hybrid threats and cyberattacks for the European Council, has held six meetings since the crisis began without Ceuta appearing on its official agenda via Spanish proposals.
This lack of formal submission to the EU intelligence unit suggests that the Spanish government may not be classifying the events in Ceuta as a hybrid attack, but rather as an event of a different nature.
