Spain finds no proof Morocco planned Ceuta migrant surge

Spanish Prime Minister Pedro Sanchez informed lawmakers that there is no conclusive evidence to prove that Moroccan authorities orchestrated or executed the deadly border surge toward the enclave of Ceuta in July.

His remarks follow a police report suggesting the mass entry was not a spontaneous migration event but rather a planned, phased operation designed to overwhelm border controls. While the report noted that Moroccan security forces were deployed in smaller numbers than usual and that some uniformed officers appeared to direct migrants toward crossing points, Sanchez emphasized that no international body, including the European Commission, has provided proof of direct Moroccan state planning.

Sanchez noted that Moroccan gendarmerie allowed border crossings during a critical 10-hour window on July 30. Spanish authorities are still investigating whether this occurred due to intentional inaction or an inability to contain the influx.
