Spain housing energy efficiency lags behind 2030 decarbonization goals

A report by Accumin Intelligence, the data division of Tinsa, warns that Spain is not on track to meet its 2030 European decarbonization targets due to the slow pace of residential energy rehabilitation. To reach these goals, the country would need to increase the rate of energy-efficiency renovations tenfold over the next four years.

To meet the required reduction of 26,394 GWh in household energy consumption by 2030, an estimated 1.2 million homes must be rehabilitated and over 3.5 million heating and hot water systems replaced. Currently, 94.2% of Spain's residential stock is classified as energy inefficient, with most properties falling into categories D through G. High-efficiency homes (categories A, B, and C) represent only a small fraction of the market.

While energy certification reached a record high of 1.36 million certificates in 2025, the majority of the housing stock remains inefficient due to the age of the buildings. The study notes that 45% of recent certifications were driven by energy renovations, a significant increase from previous years, largely supported by European Next Generation funds.
