Spain implements new electric scooter regulations and bans

Spain is implementing new regulations for personal mobility vehicles (VMP), specifically targeting electric scooters. In Alicante, local police have already begun enforcement campaigns ahead of the new DGT regulations. Recent controls resulted in approximately 20 sanctions, primarily for operating unregistered vehicles, failing to wear helmets, and exceeding the 25 km/h speed limit.

The new legal framework, established by Law 5/2025, introduces stricter requirements including mandatory civil liability insurance, registration with the DGT, and age minimums of 15 years. While some requirements, such as mandatory lights during all hours, have been deferred to 2027, the law imposes a significant deadline for older hardware.

All VMP models manufactured or purchased before January 22, 2024, that lack official certification and a circulation certificate will be completely prohibited from urban circulation starting January 22, 2027. This measure aims to remove non-certified devices from streets to ensure they meet technical safety, durability, and quality standards.
