Spain implements new regulations for electric scooters and VMPs

New traffic regulations for Personal Mobility Vehicles (VMP), including electric scooters, are being implemented across Spain. A modification to the General Traffic Regulations by the Dirección General de Tráfico (DGT) will take effect on October 1, establishing nationwide requirements such as mandatory helmet use and a minimum age of 15 for operators.

Under the new national rules, riders must also use reflective vests during low visibility or nighttime conditions. While full 24-hour lighting requirements for these vehicles will not be mandatory until October 2027, current rules require lights to be on between sunset and sunrise.

Local municipalities are also updating their specific ordinances. In La Gineta, new rules effective September 8 prohibit riding on sidewalks and set speed limits of 10 km/h on sidewalk-based bike lanes and 25 km/h on roads or separated lanes. In Tàrrega, new regulations include requirements for civil liability insurance and official identification, with fines for non-compliance ranging from 100 to 1,000 euros.
