Spain implements new traffic regulations for vulnerable road users

Spain has implemented a reform to its General Traffic Regulations via Royal Decree 518/2026, introducing new obligations for vulnerable road users, including pedestrians, cyclists, and users of personal mobility vehicles (VMP).

Key changes include a mandatory minimum age of 15 and the requirement to wear helmets for electric scooter users. For motorcyclists, the law mandates the use of protective gloves on interurban roads and closed-toe footwear on all roads. Certain technical requirements, such as permanent lighting for VMPs and specific helmet standards for mopeds, will not take effect until October 1, 2027.

Pedestrians face new specific restrictions regarding roundabouts. Under the new Article 124.4, walking across the roadway of a roundabout or plaza is prohibited; pedestrians must use sidewalks or designated crossings to go around them. Violating this rule results in a minor infraction and an 80-euro fine.
