Spain implements new traffic regulations for vulnerable road users
New traffic regulations entered into force on October 1, following the reform of the General Traffic Regulations via Royal Decree 518/2026. The update focuses on protecting vulnerable road users, including pedestrians, cyclists, and users of personal mobility vehicles.
Key changes for cyclists include the general requirement to wear a helmet on interurban roads and specific rules for overtaking. When passing a cyclist on an interurban road, motor vehicles must reduce their speed by at least 20 km/h relative to the speed limit and maintain a lateral distance of at least 1.5 meters. On multi-lane roads, drivers must change lanes completely to complete the maneuver. In urban areas, cyclists should preferably ride in the center of the lane, and motor vehicles following them must maintain a minimum distance of five meters.
For personal mobility devices like electric scooters, the law mandates the use of helmets and sets a minimum age of 15 years for operators. The reform also introduces formal definitions for vulnerable users and establishes new rules for navigating traffic during snow conditions.
