Spain implements reforms to dependency laws and care systems
Spain is undergoing significant shifts in its approach to aging and dependency care. Recent legislative changes include Royal Decree-law 17/2026, which increases state funding to reduce waiting lists and improve benefits, and the reform of Law 39/2006. This reform marks a paradigm shift from an individualistic, welfare-based model to one centered on the rights, dignity, and autonomy of dependent individuals within their communities.
The reforms aim to improve labor conditions for care workers and reduce territorial inequalities in service provision. These changes come as Spain faces demographic challenges, such as in Asturias, where there are more than 250 people over age 64 for every 100 people under age 16.
Experts note that with average life expectancy reaching 84 years, the focus of healthcare is shifting toward managing longevity, chronic conditions, and social isolation. There is an increasing emphasis on proactive planning for physical, mental, and emotional well-being to ensure that increased lifespan is accompanied by quality of life and autonomy.
