Dependency care and social welfare reforms
Overview
Research into dependency care has highlighted both the health benefits of such services and the financial challenges facing providers. In Argentina, studies covering 2018 to 2025 identified a major discrepancy between official reimbursement rates and actual operating costs, with gaps reaching up to 86% for certain facilities. In Spain, evaluations of the System for Autonomy and Care for Dependency (SAAD) from 2004 to 2022 found that these services improve mental health and increase survival probability by up to 3 percentage points.
In response to demographic shifts and the need for improved service quality, Spain has initiated legislative reforms. Royal Decree-law 17/2026 and reforms to Law 39/2006 aim to increase state funding, reduce waiting lists, and improve labor conditions for care workers. These reforms represent a shift toward a model centered on the rights, dignity, and autonomy of dependent individuals, addressing challenges posed by an aging population and increased life expectancy.
