Spain implements stricter electric scooter regulations and enforcement
New regulations regarding electric scooters in Spain are leading to increased enforcement and vehicle seizures. In Valladolid, the number of electric scooters being scrapped at the municipal depot has nearly doubled following the implementation of a specific municipal ordinance regulating personal mobility vehicles.
So far in 2026, 41 scooters have been destroyed after owners failed to claim them or pay retrieval fees. This represents a significant increase compared to previous years, with 26 scrapped in 2024 and 21 in 2025. This trend is attributed to the growing popularity of these devices and stricter local enforcement.
Nationwide, the Dirección General de Tráfico (DGT) has established strict safety rules. In cities like Cádiz, the use of electric scooters is now prohibited for minors under the age of 15, with violations carrying a 200-euro fine. Mandatory safety equipment, including helmets and reflective vests for low-visibility conditions, is also required for users.
