Spain invests €55 million in Bilbao port expansion and secures Ceuta passenger walkway operations

The Spanish Ministry of Transport and Mobility Sustainable will allocate roughly €55 million for the second phase of the Espigón Central at the Port of Bilbao. The project, part of a broader €1.567 billion port‑state investment plan for 2027, will add 1,011 m of new berth across two new piers (A3 and A4) and create about 310,000 m² of additional dock area. Construction began in the last quarter of 2024 and, according to the ministry, “avanzan a buen ritmo”. Environmental measures include the OPS system that lets docked ships connect to shore electricity, reducing auxiliary engine emissions.

In Ceuta, the Port Authority has launched a tender (file 23/2026) to outsource the handling of six mobile passenger gangways at the Cañonero Dato pier. The contract, approved by President Juan Manuel Doncel, sets a budget of €282,131 for the first two years, extendable to €846,393. It obliges the selected company to provide 365‑day coverage, rapid response to multiple simultaneous ship arrivals, and continuous mechanical, hydraulic and electrical inspections of the equipment, which includes units supplied by ADELTE and ITP.
