Spain mandates registration, insurance and age limits for electric scooters

From 2 January 2026 electric scooters (VMP) in Spain must carry mandatory civil‑liability insurance and be registered with the Dirección General de Tráfico (DGT). Riding without insurance can incur fines of €600‑€1,000 and immediate immobilisation, mirroring car‑insurance rules. A further decree, effective 1 October 2026, sets a minimum driving age of 15 for all personal‑mobility vehicles and requires night riders to wear a reflective vest.

The registration process, required nationwide, involves submitting a technical sheet or circulation certificate, a photo of the chassis serial number, and a €8.67 fee. Once the DGT issues a registration plate and label, owners can obtain the compulsory insurance. The new framework supersedes all municipal regulations, covering VMPs that travel between 6 km/h and 25 km/h, and excludes toy models, mobility‑aid vehicles and mopeds.
