Spain mandates registration of electric scooters, imposing fines up to €800

Effective from late January 2026, Spain's Real Decreto 52/2026 requires every electric scooter (VMP) to be registered with the DGT and to carry mandatory civil‑liability insurance. The registration, costing €8.67, provides a licence plate and label for the vehicle. Failure to register or insure can lead to fines of up to €800 and immediate immobilisation. The decree defines VMP as single‑seat electric‑motor vehicles with a top speed of 6‑25 km/h, covering virtually all city‑use scooters, while exempting toy models under 6 km/h and specially adapted vehicles.

The Spanish‑made ZWHEEL ZFox Max electric scooter, reviewed in detail, complies with the new homologation limits: a 400 W motor (peaking at 800 W) capped at 25 km/h, disc brake at the rear, pneumatic 10‑inch wheels, 16.5 kg weight, 100 kg load capacity, and NFC‑based unlocking. Its 15 Ah, 36 V battery offers up to 50 km range in eco mode. Owners of such scooters must now follow the registration procedure through the DGT website, provide the serial number and technical certificate, pay the fee, affix the identifier, and obtain an insurance policy costing roughly €30‑80 per year.
