Spain Ministry of Defense plans 32 billion euro modernization package

The Spanish Ministry of Defense is preparing 15 Special Modernization Programs (PEM) that could mobilize up to 32 billion euros in the coming years. The investment package includes key areas such as Eurofighter evolution, helicopters, naval capabilities, anti-drone defense, positioning, and digitalization.

Within this package, five specific missile-related initiatives are estimated to cost approximately 6 billion euros. These include projects for Taurus, NSM, a replacement for the Hawk system, the HYDEF hypersonic interceptor, and Sparrow. Companies such as Indra and Sener are positioned to lead several of these missile programs, while Airbus is linked to four of the initiatives.

Separately, reports regarding military readiness in Ceuta and Melilla highlight maintenance challenges. Previous studies from 2020 and 2022 noted issues with vehicle availability and corrosion due to the marine environment affecting equipment like Leopard and Pizarro armored vehicles. The Army is currently working to address these issues through specialist mobilization, spare parts procurement, and workshop contracts.
