Spanish defense modernization programs

The Spanish Ministry of Defense is launching 15 new Special Modernization Programs (PEM) to upgrade the Spanish Armed Forces. This initiative aims to increase the total number of active modernization programs to 95, focusing on strategic areas such as secure communications, command and control, cybersecurity, intelligence, and electronic warfare.

The investment package is projected to reach up to 32 billion euros. Key components include the evolution of the Eurofighter, helicopter upgrades, naval capabilities, anti-drone defense, and digitalization. Within this framework, five missile-related initiatives, including projects for Taurus, NSM, and the HYDEF hypersonic interceptor, are estimated to cost approximately 6 billion euros. Companies such as Indra, Sener, and Airbus are expected to play significant roles in these programs.

A primary goal of the modernization effort is to bolster domestic and European industrial capacity. The Ministry intends for at least 80% of the investment to remain within the Spanish industrial sector and a minimum of 90% within Europe. This strategy follows a shift away from Israeli technology in September 2025, necessitating the development of complex capabilities through national industry.
