Spanish government delays housing decree to September
The Spanish executive has postponed the approval of the real decree‑law on housing until September because it lacks the parliamentary support required for its subsequent validation in the Congress. The Ministry of Housing says the delay will give more time to negotiate a “broad and transversal” agreement with the coalition partners and opposition parties.
The draft decree bundles several measures: an automatic extension of rental contracts up to 2028, a two‑year extra extension for contracts ending before 30 June 2028, tax incentives for landlords who lower rents, a 21 % VAT increase on tourist apartments, regulation of short‑term and room rentals, a tax on listed real‑estate investment companies (SOCIMIs) and a reform of the land law. Opposition parties such as Podemos and Junts have criticised parts of the package, calling it a “temerity” and accusing the government of favouring large construction firms.
The ministry acknowledges that the tight calendar and the complexity of the text are obstacles, and that the government is prioritising the upcoming cabinet meeting on wildfire emergency relief while it seeks to secure the necessary votes.
