Spain pension revenue grows faster than expenditure amid tax hikes

Recent data from the Spanish Tax Agency indicates that tax revenue from pensions is growing significantly faster than the actual expenditure on these benefits. Since 2018, revenue has increased by 120%, while spending has grown by 57%. Specifically, through August 2026, withholdings on public pensions rose by 11.4% year-on-year, outpacing the 6.7% growth in the total amount paid to beneficiaries.

This discrepancy is driven not only by the growth of benefits but also by an increase in the average effective withholding rate, which rose by 4.4% relatively. While the government has implemented reforms to protect the purchasing power of pensioners by linking benefits to the Consumer Price Index (CPI), the net income for retirees is impacted by these rising personal income tax (IRPF) withholdings.

Concurrently, Spain is navigating structural reforms to the Social Security system. The legal retirement age is set to reach 67 by 2027. Recent legislative efforts have focused on reinforcing system income through intergenerational equity mechanisms and increasing maximum contribution bases to prepare for the upcoming baby boom retirement wave. The government is also promoting incentives for workers to delay retirement by improving the options to combine salaries with pension payments.
