Ceuta migration crisis: Spain to transfer 500 minors to mainland

The Spanish government is preparing to transfer approximately 500 vulnerable unaccompanied minors from the North African enclave of Ceuta to mainland Spain. This emergency measure follows a massive migration surge in late July, when an estimated 70,000 to 80,000 people attempted to enter the territory from Morocco.

The Ministry of Youth and Children is developing a plan for the mandatory and solidarity-based acceptance of these minors across Spanish autonomous communities, potentially utilizing child protection organizations or foster families to expedite care. This move comes despite pressure from the European Commission, which has maintained that under EU law, migrants—including minors—should be returned to Morocco.

Local authorities in Ceuta and regional leaders have expressed opposition to the plan, with some calling for the immediate expulsion of all illegal arrivals. Meanwhile, the situation on the ground has reached a critical point; healthcare professionals in Ceuta have called for a state of emergency due to severe overcrowding and the spread of hygiene-related diseases, such as scabies and gastroenteritis, among the thousands of migrants living in precarious conditions.
