Spain protected housing construction sees decade-high growth
Spain is seeing a significant recovery in the construction of protected housing (VPO), reaching levels not observed in over a decade. According to statistics from the Ministry of Housing for the first half of 2026, provisional qualifications reached 13,942, marking a 69.4% increase compared to the same period last year. This represents the highest figure for the first six months since 2011.
Definitive qualifications, which are granted once construction is completed and requirements are verified, saw an even sharper rise of 96.7%, totaling 11,270 units. This is the highest record for this period since 2012.
The growth is primarily concentrated in two regions: Madrid and Catalonia. Madrid accounted for 76.1% of the increase in provisional qualifications, while Catalonia represented 75.5% of the growth in definitive qualifications. Despite this acceleration, current volumes remain significantly lower than the levels seen prior to the real estate crisis, such as in early 2009.
