Spain passes sweeping disability and dependency law reforms

The Spanish Congress approved a comprehensive overhaul of the disability and dependency legal framework, with a plenary vote scheduled for 14 July. The reform introduces universal tele‑assistance, expands home‑care services, removes bureaucratic barriers between disability and dependency recognition, and legally acknowledges informal caregivers—including friends and neighbours—with economic benefits. State funding for the dependency system will cover 50 % of total costs, backed by an additional €6.2 billion for 2026‑27.

Regions are preparing to implement the changes. Galicia already operates a joint application process for disability and dependency, offers a €5,000 annual home‑care grant, and provides tele‑assistance that will need to meet the new nationwide standards. In Extremadura, authorities report 479 new beneficiaries and a 79‑day reduction in case‑processing time, citing a historic €678 million budget that aims to cut waiting lists and extend services.

The reforms affect millions of Spaniards and reshape how care and disability rights are delivered across the country.
