Fedea warns Spanish regional financing reform threatens State solvency
The Foundation for Applied Economics Studies (Fedea) has issued a warning regarding the Spanish government's draft proposal for reforming the regional financing system. According to Fedea director Ángel de la Fuente, the plan could lead to a significant transfer of resources from the central State to the autonomous communities, potentially leaving the national administration in a precarious financial position.
A primary concern raised is the 'Status Quo Fund,' a mechanism intended to prevent regions from losing resources during the transition. Fedea argues that because these compensations would be indefinite and updated via the State's Tax Income Index (ITE), they create an inertia that prevents equitable redistribution and freezes the relative financial positions of the regions.
Additionally, the reform includes provisions for an additional VAT tranche of up to 90% to fund specific regional competencies. Fedea also notes that the proposal would increase the total amount of regional financing by approximately 20,975 million euros. The analysis suggests the current design disproportionately benefits Catalonia and lacks fiscal responsibility, facing opposition from most autonomous communities.
