Spain's central government warns Andalusian PP‑Vox coalition of Constitutional Court action over repeal of 2017 Memory L

The Spanish central government has warned the newly formed PP‑Vox regional administration in Andalusia that it will refer any repeal of the 2017 Andalusian Law of Memory to the Constitutional Court. Secretary of State for Democratic Memory Fernando Martínez said the proposed replacement, a "Law of Concordia," would "whitewash the dictatorship" and violate the rights of victims of the Franco regime.

The 2017 law was passed with 67 votes from PSOE, Podemos and IU and no opposition votes. The PP‑Vox coalition now holds a majority and plans to substitute the law before the end of 2026. Madrid has previously taken similar regional concordia laws from the Balearic Islands, Valencian Community, Aragon and Cantabria to the Constitutional Court, sometimes securing provisional suspensions. If negotiations fail, the government intends to launch the constitutional challenge within months, potentially leaving the Andalusian law in limbo pending a court ruling.
