Spain's Government Faces Three-Year Budget Impasse Ahead of 2027

For three consecutive years Spain has operated without an approved annual budget, extending the previous year's accounts and relying on decree‑law measures to fund ministries. The lack of a formal budget has been attributed to delays in EU fund disbursements, persistent infrastructure deficits in roads and rail, and the need to secure support from regional parties ERC, Bildu, PNV and Junts.

The administration continues to seek a new financing plan while political partners remain uncertain, leaving the country without a clear budgetary framework as it approaches the 2027 fiscal cycle.
