Spain's local renewable projects face legal and economic disputes

Altano Energy is preparing a claim of up to €6 million against the Padul municipal council, alleging that delays in granting a building permit have stalled two photovoltaic plants – Santa María (30 MW) and Jesús (10 MW) – that together would supply power for about 26 000 homes.

In the Bierzo region, new facilities for recycling photovoltaic panels in Bembibre and batteries in Cubillos are being presented as part of a "just transition" to a greener economy. Critics argue that the area remains dependent on a few large employers, lacks sufficient infrastructure, and needs stronger public investment to ensure quality jobs and sustainable development.

Both cases illustrate tensions between renewable‑energy developers, local authorities, and communities in Spain over licensing, economic benefits, and the broader goal of a socially‑balanced ecological transition.
