Spain municipal upgrades: housing, water, energy

Overview

Spain continues to modernize municipal services and industrial capacity through large-scale investments in water, energy, and territorial resilience.

Renewable energy expansion has accelerated with significant funding from the EU NextGenerationEU recovery plan. The MITECO has awarded €612 million to the REPOTEN 2 program to repower 173 wind and hydroelectric facilities. Regional developments include a €58.3 million allocation for 48 projects in Andalusia and a €28.8 million solar plant in Extremadura. In Andalusia, the regional government is providing €9.17 million in incentives to five companies to improve energy efficiency, including a €3.73 million project for Molino del Guadalquivir S. L. to implement biomass thermal energy.

New initiatives from MITECO aim to further the energy transition. Public consultations have been launched for a €150 million program to expand public electric vehicle charging infrastructure on highways, funded by the European Regional Development Fund (ERDF). Additionally, a new ERDF-funded initiative managed by the IDAE will support the domestic manufacturing of renewable technologies, including batteries, wind energy, solar photovoltaics, and renewable hydrogen, to reduce dependence on foreign markets.

Water infrastructure efforts are addressing both capacity and emergency needs. The Confederación Hidrográfica del Duero has launched a €2.4 million project in Segovia, though 13 hydraulic projects in Almería, valued at €37 million, remain stalled due to an administrative error. Territorial development remains a priority, with MITECO provisionally approving €40 million for 194 local entities to combat depopulation and foster climate resilience.
