Overview
Spain’s municipalities are integrating social, water‑management and renewable‑energy goals. After the July 2026 rollout of accessible‑housing subsidies in Mollet del Vallès, funds now also cover barrier‑removal inspections and interior upgrades for reduced‑mobility residents, with applications due late July and August 2026.
In Lleida, the Institute for Diversification and Energy Savings backed 83 renewable‑energy projects worth up to €36.4 million, including a €19 million agro‑voltaic farm and a €5 million wind park. The national Ministry for the Ecological Transition allocated €165 million to seven reversible pumped‑hydro storage schemes (BORALMAC II) across six regions, adding 2,071 MW capacity and 21,091 MWh storage.
July 2026 saw MITECO provisionally approve €40 million for 194 local entities to implement territorial‑transformation and depopulation‑combat projects covering bio‑economy, climate resilience, care, transport, housing and innovation. The same month, the Los Guájares reversible hydro plant in Granada received €23 million, bringing 357 MW of turbine capacity and 2,969 MWh storage under the BORALMAC 2 programme.
Water infrastructure advances continued. The state water authority ACUAES contracted €8.6 million for a new wastewater‑treatment plant in Mazagón (capacity 3,569 m³/day for 19,600 residents) and a €357 k technical‑assistance package. In the Bajo Almanzora basin, the desalination plant at Villaricos remains delayed, with costs now €19.5 million and completion pushed to early 2028‑2029, while greener equipment replaces SF₆‑filled cabinets.
These measures complement the RegadíA irrigation programme—now serving 102,495 ha with solar‑powered pumps and digital controls that cut energy use up to 70 % and water consumption 20‑30 %—and university‑led research on compressed‑air storage, illustrating Spain’s coordinated push to upgrade municipal services, enhance water efficiency, embed renewable generation and storage, and improve climate‑resilient infrastructure.
