Spain's Minimum Living Income overlaps with unemployment benefits, AIReF report says
The Independent Authority for Fiscal Responsibility (AIReF) released its fifth opinion on Spain's Ingreso Mínimo Vital (IMV). It found that 51% of IMV households received at least one other benefit in 2024, and 16% combined the income support with two or more subsidies. The unemployment subsidy is the most common complement, with 16.6% of IMV recipients receiving it simultaneously; the overlap doubles for people aged 52 and over.
AIReF noted that 52% of households entitled to the IMV still do not apply, while coverage rose to 44.2% and median processing time fell to 99 days. About 46% of beneficiaries continue to receive the IMV after 60 months, especially those with higher benefit amounts. The authority recommends revising the coexistence of IMV and unemployment aid to avoid duplication and to improve the programme's connection to employment, adding two new proposals to strengthen its coherence with the broader social protection system.
