Overview
Spain’s Ingreso Mínimo Vital (IMV) kept expanding through mid‑2026, reaching 860,458 households and supporting more than 2.6 million people with an average payment of €507. The Independent Authority for Fiscal Responsibility’s fifth opinion highlighted that 51 % of IMV households also received another benefit in 2024, with 16 % combining the income support with two or more subsidies; unemployment aid was the most common overlap (16.6 %), and the double‑benefit rate rose sharply for people aged 52 and over. About 52 % of eligible households still did not apply, while overall coverage rose to 44.2 % and median processing time fell to 99 days. The report urged reforms to separate IMV from unemployment benefits and added two proposals to strengthen coherence with Spain’s broader social‑protection system.
Regional data show uneven reach. In Melilla, the programme covered 14,893 residents (average €711.26 per household) as of May 2026. In Vigo, only 55,091 of the 164,360 people living below the poverty or social‑exclusion line received IMV, roughly one‑third of those in need. Of 60,648 applications filed, 20,228 were approved, 22,323 denied, 10,880 rejected for form errors, and 5,835 withdrawn. Beneficiaries are mainly single‑person, single‑parent, or two‑adult families with children.
At the EU level, the Committee of Social Rights has requested Spain disclose the number of families ordered to repay IMV benefits since 2021, after thousands faced repayment claims due to administrative errors, leading to debt and, in some cases, threats of home seizure.
