Spain's public construction contracts total €18.4 bn from EU recovery funds

Public administrations in Spain have issued tenders worth €18.418 billion for construction works financed by the European Union’s Next Generation EU programme between 2019 and 2025. This amount accounts for 11.1% of total national public procurement and 18.5% of civil engineering projects.

The central government dominates the spending, contributing 69.3% of the funds, with the Ministry of Transport and Mobility receiving €9.090 billion, most of it managed by ADIF. The Ministry of Ecological Transition secured €1.085 billion, while autonomous communities added €2.729 billion, led by Andalusia, Valencia and Catalonia. Local authorities contributed €2.934 billion.

Tendering activity is falling: 2025 saw €2.496 billion in MRR‑funded contracts, a 36% drop from 2024, and associated public‑sector contracts fell 29% to €2.540 billion. Over the full period, MRR‑backed contracts total €15.451 billion, representing 14% of national public procurement and 23.1% of civil works.
