Spain's regions roll out collaborative housing schemes

The Government of Navarra has drafted a regional law to create collaborative housing units in repurposed historic buildings such as convents, barracks, mills and train stations. The proposal, still pending approval by the Navarre Council and Parliament, aims to offer stable, below‑market rents for young adults with limited resources and for seniors aged 50‑70, including options with on‑site social‑care services.

In Castile and León, the autonomous government, through the public agency Somacyl, has inaugurated the first public cohousing promotion in Valladolid’s Los Viveros district. The project allocates 49 apartments to selected tenants for a seven‑year lease and is part of a broader programme of 15 cohousing developments that will eventually provide 995 units for residents under 36 years old. The scheme combines newly built or refurbished blocks with shared common areas and aims to facilitate first‑time home access for young people.

Both initiatives reflect a growing regional policy focus on affordable, cooperative housing models that reuse existing structures while avoiding new construction.
