The Conference of Rectors of Spanish Universities (CRUE) welcomed the measure, noting that rising costs have historically hindered academic mobility. This intervention comes as the student rental market remains highly strained in major cities. Data from OCU indicates that the average monthly cost for a room in a shared apartment has reached 689 euros in Madrid and 735 euros in Barcelona. Additionally, the Ministry is preparing a royal decree to distribute 90 million euros to autonomous communities that have designated ‘stressed residential market zones.’ The majority of these funds—approximately 75.2 million euros—will go to Catalonia and the Basque Country. In Castilla y León, the Junta is also expanding its ‘Rehabitare’ program in Salamanca to combat rural depopulation through the rehabilitation of unused properties.
