In the Basque Country, roughly half of the applications for the "cese de actividad" benefit—intended to provide income support when self‑employed workers must stop work—are rejected. ABAT (Autonomoak BAT) reports a 44.5% approval rate in 2025, down from about 80% when the program was managed by the state employment service. Separately, the Unión de Asociaciones de Trabajadores Autónomos y Emprendedores (Uatae) is urging authorities to apply the same benefit to self‑employed whose businesses are destroyed by the summer wildfires, citing the force‑majeure provision.
