Spain's Sumar Secures Rent Freeze Extension Through 2028

An agreement between the governing Spanish Socialist Workers' Party (PSOE) and the left‑wing coalition Sumar will embed a forced‑rental‑contract extension into a new housing decree. The measure automatically prolongs eligible leases for up to two additional years, keeping them in force until July 2028. Its aim is to shield tenants from sudden rent hikes and avoid forced moves as many contracts near expiry, especially in cities with tight rental markets.

The policy is presented as a social safeguard, but some landlords and industry groups warn it could limit their ability to adjust rents in line with market conditions. The decree is expected to be formalised later in 2026 and will apply under the framework set by the housing ministry.
