Spanish cities tighten electric scooter fines

In Terrassa, municipal police carried out a traffic‑safety campaign from 6 to 12 July and issued 43 fines to electric‑scooter riders. The most common offences were riding on sidewalks (35% of fines, €200 each), risky riding such as running red lights or riding against traffic (28%), and carrying a passenger (9 fines, €100 each). Additional penalties were imposed for using a mobile phone, wearing headphones, and for scooters lacking the mandatory civil‑liability insurance, which led to the vehicles being immobilised and fines up to €500.

In Valladolid, six months after a new local mobility ordinance took effect, police processed 888 scooter violations up to 10 June. The dominant breach was riding without a certified helmet, accounting for 657 infractions and generating €131,400 in fines. Riding on prohibited areas, especially sidewalks, generated 104 fines (€100 each). Overall, the fines in both cities amounted to more than €166,000.
